Delhi rent control act applicable on goverment lands

There is a vacate plot approx. 200 sq. mtr. in our colony and as per Government authorities cite plans (MAP) this vacate plot is for purposed for park. In nineteen eighties on this vacate government land some shops are open few shops are in possession of localities people and few in possession of person having plot next to this vacate plot.
Is it possible that owner of next plot claim himself land lord of that vacate government plot and claiming rent from others under Delhi rent control Act.

if plot is reserved for park as per development plan then these shops have encroached on goverment land . whether building plans for these shops have been sanctioned . please verify . the so caleed landlord appears to be collecting rent unauthorisedly .

Encroachments on public land can not make him owner. Proper complaint should be lodged as a citizen.

This is clear encroachment over the public property and no court is going to oblige you providing the protection of stay order or rights equal to tenants.
