Hdfc bank declining 'verified by visa' transaction on entropay.com

I am not able to use my HDFC debit card on merchant websites like PayPal, Amazon etc. HDFC Bank said they only allow usage of their debit cards on "Verified by VISA' merchant websites. Also, I am not able to use my HDFC card at a "verified by Visa' website i.e.EntroPay.com
Can a bank restrict usage of their cards on some specific sites?
Should I go to a district consumer forum?

This is Bank issue, not legal. Talk to Bank officials.

Look ; the rule is made from banking law or effected before your card then you should obey otherwise go to consumer court

I did use the same card without any problem on PayPal, Entropay etc. in the past.

surrender your card . obtain debit/credit card of other banks which permit you to make payment on those sites

Security of transaction is the prime concern of any banking organisation. You are mistaken. Entropay.com may be verified by VISA, but is not a virtual visa credit card. Any credit card does not require prepayment, but the Entropay needs you to pay to them in advance for your transactions, where they clearly say, EntroPay gives you an easy, safe way to pay online in the form of a PREPAID Virtual Visa Card (NOT Visa credit Card).
HDFC also issues credit cards in association with Visa. You may get a credit card from HDFC to use for such transactions made through hird party pay sites.

I appreciate HDFC Bank's security concern. It's alright that HDFC doesn't trust EntroPay UK. To loads funds to an entropay card, "Verified by Visa" forwards to the bank website and user is required to enter "verified by visa'" password(extra password for online usage). Furthermore, EntroPay requires id documents of its users and users have to show the card which they want to use for uploading funds on webcam.
I am not interested in Entropay services. I just want to pay for a service on 'fiverr.com' And the site's payment processor is PayPal.
Sir, regarding virtual cards. HDFC itself issues virtual cards with brand name, NetSafe. HDFC Bank mentions purpose of NetSafe service at their site that NetSafe cards can be used at less compliant websites. I couldn't use Netsafe virtual card to make payment at fiverr.com
I had a HFDC credit card which recently got expired and I do not want to apply for new.
If such restrictions is according to their Terms and Conditions, I will close my account. But I want to see the change. RBI must take action in favor of consumers.

No new information for us that may contain any legal issue. It is the policy of the bank whether or not to recognise each and every pay site in thousands being used in this world.
It is irrelevant for any of the experts to know whether you would keep the account open or closed with the bank. Closing of account is your own discretion. Nobody would have any concern on that issue.
