Temple property

hello sir/ma'am,
there is temple in our village, which was bulid on private property of person named xyz.
but to bulid that temple every single person from village gave donation. it was also opened for public for more than 8 more as a sarvajanic temple. but now owner of land xyz had locked the gate of temple and not allowing anyone for prayer.

so,is it possible under any act to open it again for public again.

Had the owner of the land made any agreement and/or executed any deed?

Anyhow, a civil action could be initiated. But it is better to try in settling the matter amicably.

If the land is still in the name of owner, legally he has the right in absence of any agreement to the contrary.
