Dear Sir, I own a chain of retail shops in my area. One another person who is also in the same business is nowdays using the receipt of my shops with some items purchased from mine shop and the same items purchased from his shop, and trying to show to the public at large that his price for all those items are less than mine. Please guide me as this is lowering the reputation my chain of retail stores.

You First make ready with ample proofs ,evidences and solid witnesses for your competitors behavior then send a legal notice and sue him for defamations and damages.since you are the affected person send it thro your friend advocates and not by yourself.

I do have all the evidences but again after consulting my lawyer he replied me that as the same advertisement is made inside the store of that person and is true hence we can't do anything except to reduce my prices. Since the same is not misleading etc. Can you Please suggest me the proper laws under which I can send him the notice, as I have gone through the competition Act 2002, but am unable to find the relevant provisions.

Competition Act does not apply to your case. This is not illegal either. So you have to outsmart him by devising another selling plan.

Adv Devajyoti Barman is right, I concur with her. It cannot be termed as unfair trade practice. Your advocate was right in advising you no action can be initiated so as suggested, you adopt another plan to counter his strategy.
