Pay fixation

Dear Sir
Recently i have joined new job after resigning my previous job through technical resignation. The time when i left the job, i was working in basic of Rs. 15600 - Rs 39100 and my grade pay was Rs 5400. When i left the job that time my basic and grade pay was Rs. 25840.
Now i have joined the new job with basic Rs. 15600 - Rs 39100 and my grade pay is Rs. 7000 and they offered me total basic and grade pay of Rs. 25600.
I have resigned my previous job through technical resignation as already i have mentioned and now i have asked for the pay fixation to my new office. But they are not in a position to do this because of lack of knowledge.
Sir can you help me out from this problem by giving my pay fixation calculation with supporting rule and regulation.

you have not disclosed who are employer.
it appears from your wording that both employers stre govt deptt/semi-govt.
In that case the pay will be fixed in the same manner as in case of promotion

Thank you very much for the guidance. In my earlier job i was working with Autonomous Research Institute name as National Institute of Rock Mechanics under Ministry of Mines and now i am working as Asst. Professor at NIT Raipur under central government.

you are entitled for pay fixation in the same manner as in case of regular promotion
