Approval for construction on land under grampanchayat area

Hello ! Pls let me guide on the matter related to approval for construction on land in Grampanchayat area. I am planning to take home loan for flat in a building constuction is going on land under Grampanchayat area(Kalher,tal. Bhiwandi, Dist. Thane)CC recd. from MMRDA for this project. But one of Govt. sector bank (UBI) personnel told that they can't give loan for building plan was approved by Grampanchayat as Grampanchayat not have authority to approve plan & only collector have right to approve the Plan. is it true ? pls advise.

MUMBAI: Revenue minister Narayan Rane on Tuesday categorically refused to direct the collectors of Nagpur and Pune to allow gram panchayats to issue building permits. He, however, promised to give limited powers to panchayats in this regard to avoid inconvenience to poor villagers.
