Dear Friends,
One of my friend has given a loan of Rs 25000/- to someone against a blank but signed promissory note. The said person is not paying the amount.is there any legal(cvil/crimnal) remedy. can the legal expenses incurred to recover the debt be permitted by the court.
Pls advise.

File a money suit.
You have to pay court fees on the money claimed in the suit.

Issue legal notice to borrower,if not respond then file summary suit on basis of pro- note against him.

Why did you obtain a blank pro-note duly signed by the borrower?, how are you going to fill it up at this stage?, It has to be witnessed by a person for the transaction that took place, how are you going to manage this? Do not get trapped by illegal transactions. Better call that person and settle the issues amicably or fill up the pro-note in his presence and get it witnessed by a third party while this being filled up in the presence of the borrower.
