Income certificate in tamilnadu

Good day.
My neighbor is a differently able person [having 100% disability- certified by Govt] and getting monthly pension from Govt.
He has no property/income except INR.1000/month from Govt.
His son is a student and his brother is supporting to buy medicine and food.
Now when he contacted Village Administrative officer, for income certificate to get assistance for the marriage of his daughter, the VAO says his income is more. I know my neighbor for a long time. He is really poor.
Please inform me on who the onus is to prove the income.

What is the income criteria fixed by the State Govt. for granting such assistance. It seems the limit was fixed long ago and has not been revised.
If such is not the case contact the higher officials. If he is refusing in hope of bribery explore possibility of trapping.

He can tender an application in writing to the Tahsildar for issuing a income certificate who in turn will send it to the local VAO for his remarks and RI for his opinion and then the Tahsildar will issue the income certificate based on the recommendations made by the said offcirs under him.
