Corporator built public toilets on private property 15 years ago.. can it become public property??

There are 3500 public in an area and only 9 toilets are available to public out of 26 toilets. And now among these 9 there is 1 toilets is getting demolished because owner of the property want to built houses over there. 15 years ago corporator built public toiles on that property and now owner want to demolish them because he want to show houses to builder.
People are in very bad condition. No political party is coming ahead to help them. Police are saying it is not their lookout.
Can public claim those toilets as public property as they are using it more than 15 years without interruption from owner??
Will PIL helpful??
Can BMC help them??

toilets on private property cannot be regarded as public property . if BMC is not constructing public toilets make written representation . approach local political parties . every party wants votes . they can use local funds for construction of public toilets

Private property is private, it is not public till it is taken by government.
Yes, local administration may be asked to construct public toilet.
