Is there any chance for issuance of renotification of gratuity act as several thousands of employees affected

from all sectors like banks govt.undertakings like lic of India which are earning thousand s of crores
Govt of India employees received 10 lakes gratuity from 2008 with retrospective effect from 2006.,Is this justice which is against constitution. When the government fail to prevent the black money and lakhs of crores scams, taken unlawful action.
