Yes, FIR can be registered bu sending letter through registered post addressed to SP who on receipt of the same can direct the local police to register FIR.( SECTION 154(3) )

A complaint sent by registered post with acknowledgment due, to the District Superintendent of Police directly may have some effect, who in turn may direct the concerned police to register FIR if it is found to be in order, but as expert Mr. Rajkumar Makkad Sir opined, in UP the practical situation is different, hence you should consider lucky if things go in your favor.
