Petrol in 1 ltr bottle

As we have seen in various petrol pumps that they have written a board saying that " No petrol shall be given in Bottles".And petrol pumps reject to give petrol in bottles.
I want to know that is there any rule/notification for this. As many petrol pumps give less petrol than actual we pay.
Please send me notification/rule for this or against this.
