Misbehave to a lady

Hi,
My mother was abused & physically assault by a couple of male neighbours on 27.09.14. The issue was regarding taking the new water line connection. She dialed 100 for police complaint but the police didn't note any FIR & only forwarded the names on a piece of paper to our area police station where there was no justice granted as well. The neighbours were admitting proudly that they abused her but the policeman didn't even bother to stop them to say so. In short, police took the bribe.
Is there any possibility that we can still go ahead for a legal action?
Please advice.

If police is not taking any action file a criminal registered complaint case (Cr.Rg.C.C) before a magistrate under section 200 CrPc.

if police refuse to register FIR meet the ACP . forward copy of your complaint to Commissioner of police . if police dont take action then file complaint under section 200 Cr Pc

You need to file a criminal complaint before the local magistrate in that event with the help of your lawyer.

If the local police are ineffective or are not taking any action intentionally, you may being this to the notice of the higher police official who n turn will instruct the local police to investigate and take proper action, but even if they are ineffective, you may approach court with a petition u/s 156(3)cr.p.c. seeking its intervention to direct the concerned police for proper legal action.
