1) my flat is given to tenant on leave and license agreement ,I hold original copy which is notarised
2) tenant is not paying rent in time
3) there is 3 months lock in period in agreement
can I disconnect mseb meter ?is it legal?
also if MSEB themselves disconnect meter,can I refuse to reconnect

Yes, you better apply for disconnection.
If they can refuse to leave, file suit for eviction.

you cannot disconnect electricity meter of tenant if he is not paying rent . file eviction suit

you are the owner of premises . electricty bill is in your name . you have to pay bills on time

If EB bill is Not Paid by the Tenant as per agreement and if is disconnected by authorities you need not involve and it has to be cleared by them at the time of vacating along with Penalties or you could deduct the same in advance paid.Try to sort out the Issues thro Local VIPs and good people.

The default in rental payment will be a string cause of action for eviction suit. This is a separate subject. About non-payment of electricity consumption bills, it is the headache of the occupants, if the service connection is disconnected,you do not have to be bothered about it, you may dictate terms on the tenants if they approach you for resumption of service.
