Legal heir certificate

hello there,
i am from hyderabad. with regard to property title, the M.R.O.s are not issuing legal heir certificate and also courts are not issuing the same. then how to go about it. how can one establish his/her right over a property as legal heir of a deceased person.
please let me know how to go about.

Legal heirs certificate in many states like in WB is not issued. However you can apply for Succession Certificate.
