whether judicial or nonjudicial stamp paper to be used for copyrights aggrement between a writer & a publisher?

For making the agreements you have to use non-judicial stamp paper.
Judicial stamp papers are meant for purposes of paying court fees and not for writing agreements.

In what way you are concerned with this matter? If it is relating to you, you might have consulted somebody for drafting the agreement. Did he not guide you? It looks like pure academic query.
