During the life time of your step mom, neither you nor your sisters have any right to claim any share out of the property in her name, except when she voluntarily gifts to some of you. You cannot stop her from selling.

Your step mom may gift some property to her.

Legally your sister has no right on the property of your step mom till your step mom is alive.
