Who can file complaint

XYZ person has submitted fabricated documents to state government.
my question is..
1. can a common man who know this file a complaint against XYZ
OR
2. only government file the same.

facts
1. renewal of degree is made compulsory for all doctors evey five years .
2. doctors have to attain CME and collect points ( certificates ) and submit the same to state medical council.
3.for 5 years 30 points are to be submitted
4. one xyz doctor working i goverment hospital has taken his collegues certificate ,rubbed his name and wrote his and took color xerox of same and submitted the same to meical council.
5. i suppose we call this fabrication of documents
6. complain can be filed at state medical council by anyone as per their ethics
question is
can i file a complain to police complaint against said doctor or only state medical council can do this ..
also any other advice from experts please.

unfortunately he is my brother and having told him not to do the act he did it.
