Mental torture by the neighbours

Hi all! I request you to give me solution for my problem. I reside in an apartment of 15 flats of which my block has 6 flats and the other one has 9 flats. I have installed loft tank 15 years back with the consent of all the flats as my working hours won't let me stay at home during day time and I require water once I reach home late night. I reside in ground floor. I have two flats above mine who share single pipeline with me. Two of my neighbours (I.e., the one sharing my pipeline and his neighbour whose line is entirely different) are harassing us (myself and my family) for past 5 Years. They threaten me to remove the loft tank and they say I have to beg them for water every day. Above all they both close the walves and do not let us get water. This is happening on a daily basis. We are not going for police complaint as they have school going kids. But they are taking advantage of our generosity. Please suggest me a remedy so that they won't come my way here after.
PS: The apartment has no registered association and these two are also owners of their flats just like me. The ways they fight are highly atrocious. They don't even let our clothes dry outside and break the flower pots and all which I have kept in my own slab.

There are two things which I observed

See this water problem I feel is core issue in dispute and it has to be detected where exactly the problem is. Instead of taking fight long better you approach Municipal Water dept. and try to understand if water scarcity is taking place in your building due to some technical issue. Instead of plumber take help of water dept of municipality they can analysis first if water scarcity can be solved or pipeline have become old and water supply is affecting .
Else directly apply for independent water connection from road to your flat with independent pipeline , This can be done with help of water dept person or you approach local corporator (If Municipal Corporation) and get water connection , Corporator ask money for party fund & Water dept ask for their pocket fund you tell them directly myself ready to pay for party fund if reasonable and get independent pipeline to your flat on ground floor directly from road. and close the water issue , at same time if you take help of water dept they can guide you from which side of road pipeline water should be taken and pipeline connected to your flat independently so you can get good supply , it is big water politics going in cities.
You will not believe if you get correct hint in cities from water dept. you can get some time 24 hours water from municipal pipeline (or at least 12 hours) and if wrong place selected you can get water for only 30 min or 1 hour a day.

Legal issue I see you say no association is created like society or apartmental association , this land and whole property and structure may be on some one else name you may have agreement of sale but not conveyance and thus you all people may be residing having belief you are owner and have title but you don't have .
This all problem also comes while getting independent water connection because they chech who is owner according to law etc. and here people who are not owners properly have to give money to corporators /water dept. and I suspect title not clear.
Kindly solve water problem and title problem of property by forming association and getting conveyance in favor of apartment association or co-operative society before any major legal problem takes place.
While getting water connection I am sure they will raise issue you are not owner of land and structure etc.
