A student is studying in PUC and he wants to change his name, including his all his previous records.doing an affidavit will not help.can he approach the court in this reg?.If yes under what Act and clause?

He wants his new name in his previous school records.through affidavit and paper publication he cannot get his these records changed.some court decree can help but I wonder under what Act and section?

The accepted principle is that a person can have a name of choice and can also, change it following the due procedure. However, he does not have vested right to get the name changed in the certificates already issued. The only option for him is to produce the gazette notification as to the change of name with the certificates.
