Can I apply for certify copy in decided case relating to someone else.

if it is civil cases, get easily, otherwise filed copy application with vakalat.

Apply through your lawyer or parties in person to provide certified copy of desired document.

You will have to take permission of the concerned court on the application for certified copy if the case is pending, however, if it has been decided the party or their counsel can have the copy.
