ulc declaration

I want to transfer the shares of the flat belonging to my late father in my name. society is asking to submit the ucl declaration that i dont have property more than 500 sq.m anywhere in any urban agglomeration. Is it required?
Why any agglomeration word is used?

You cannot be demanded the desired declaration because it is your legal right to inherit the property of your deceased father what so ever measurement it or your already held property may be. soceity has got no such legal right to even enquire about your properties. Serve a legal notice to the society.

Sir it is formality of the housing society to file declaration for ULC .File requisite form which society may insist.
