how to form a society when land is not registered, whether it is legal if not what can be the steps to make it legal

you have to prepare documents for registration of society under the societies registration act along with blending of property into it. Before that make sure that the property title is clear and marketable.

If the society pertains to 'housing', it is advisable to get the society registered after the land-registration is completed; However, based on 'sale-agreement' also a Society can be formed.
