Disciplinary cases in service matters

Disciplinary action is for misappropriation. Can the disciplinary authority take a sympathetic view on medical grounds and pass orders imposing penalty other than dismissal?

Misappropriation is a serious offence. In fact, it is a criminal offence. Medical grounds have nothing to do with an offence. Hence, sympathetic view on medical grounds is not called for. Penalty other than dismissal may be imposed depending upon the depth and circumstances of the offence. But not on medical grounds.
