Status of spouse of a member of housing society

Some persons purchase and register flat in their wife's name for loan/tax purpose. What is the legal status of such persons for housing society meetings and voting purpose?

Can such persons be called "non-members" after 25 years of existence of the society?

I think any representatives can participat in the society meeting or voting on behalf of the original owner.
