Does a Civil Judge Class 2 have power to stay on a TV reality show on ground of obscene acts by participants.

The jurisdiction that vests in civil court under section 9 of the C.P.C. is general in nature covering all civil matters and civil courts are empowered to grant injunctions under Specific Relief Act as well for interim
management under order 39 rule 2 read with 151CPC.
So unless any legislation expressly bars this jurisdiction the civil court can pass the order.

I think invoking Writ jurisdiction of the High Court in the category of PIL would yield proper result in this aspect.
