If police put a person name in this then can a person automatically comes out of the case??

police is state agency then its challan may differ from state to state.You have not mentioned the state and the article challaned .

In Punjab and Haryana this means accused against whom no charges are substantiated.

Yes the from of charge sheet do differ from state to state.
