Difference between "letter of offer of emploment" and "appointment letter"

Dear experts,
An employee left a company to start his own business but experienced loss and finally closed his new business.
Fortunately one of his old colleague who was working on his post after he left the company also resigned and he again applied for the same post on which he was working but this time company send his a single page letter with heading "Offer of employment" in which it is written that it is a fresh employment with same terms and condition and on the same salary which he was receiving 4 year back when he left
He contacted the HR department to give him proper appointment letter after considering increased cost of living index but they refused by saying that they are not willing to issue new appointment letter.
Is it not against law that a fresh employment must be with proper and new appointment letter and old appointment letter expires as soon as an employee left the job

you are very lucky that company is offering you a job . you went into business suffered losses and closed your business .
the fact that company is offering you job at same salary even after you left the company 4 years back is great opportunity for you .
generally companies refuse to remeploy any employee who has left the organisation . grab the offer

Issuing appointment letter and fixing the salary is the internal affair of the company. Law can not direct them to give increased salary. Law says to give minimum wages.

It is totally internal matter of company, However, if salary is not accordance with minimum wages act then you could be help by law.

If you discuss this matter just for sharing your internal views with us then we shall yes, you should have got more salary at least in consonance with others but there is no use to discuss this with us because this is a matter between you and the company.
If you do not accept the offer of the company, none is going to press you to work there and if you accept the offer, none is going to help you.
You are the best person to decide about your fate. If you have other options then grab those otherwise accept your luck.

The Company have issued you an offer, Now it is up to you to decide whether to accept the offer or not.

As mr.Deepak Nair rightly pointed out, it is only an offer from the company. Upon your acceptance and submission of required documents to HR, they will issue a regular appointment letter for the agreed CTC with all other conditions. Offer letter is the intention of the company initially agreed to employ you at a particular salary/CTC. Once this is accepted, they will issue another appointment letter with the same salary as agreed upon by both of you with all additional terms and conditions of employment.
