king can only kill me wherever i may be in the three world. but YAMA i,e the Dharmaraj or justice can kill as well as save me from death from any place in the 3 world.

what this author wants to mean is that in hindu mythology the god of death is YAMA who is considered as epitome of justice. it is believed who is virtuous that is who is just and law abiding YAMA can give back his life even if he dies as death is servant to YAMA.so YAMA or the Dharmaraj that is law is more powerful than king in this respect.

Yes, the Law is above King.
One solid argument in this regard is, it's law which makes one as a KING. For example, when there is a customary law of making the eldest son of a deceased king as a King, then it's law which makes one as a King. Therefore, 'the singh is not king but the law is' :)
