In the case of my wife, I had applied for a passport 4 yrs back from Jaipur passport office & the same was not issued because of incomplete documents during police verification ( she did not have continuity in resi proof). Now again I have submitted application at Ahmedabad passport office & during police verification it has comeup that the lease agreement signed by supposed owner of flat is void because she is not the actual owner & neither is she ready to provide any docs/NOC to police for issuing the passport. Pls guide me how many number of times a passport can be applied after being declined for incomplete documents of residence proof as per police report. also what should be the time gap between applications ( if any)

without complete documentation do not apply again . the passport office wont issue you passport in absence of residence proof . since the owner has refused to furnish any documents to police and her title to propertyy is not clear it would be futile to apply for passport now .
get your house in order first . shift to new premises . enterinto regd agreement of leave and license , obtain residence proof from society then apply again after atime gap

Two points-
1) any time gap required for reapplying after rejection?
2) how many times can one apply? any limiting number?

better apply it from your permanent address.

1. It can be applied soon after making correction thereto.
2. There is no time limit for applying it.
