Mental harassment on property issue

Hi All, i have come to this forum with a lot of hopes of some genuine and helpful guidance. We have been staying in south delhi for almost 60 years and have a house in lal dora areas. We have our own house which was reconstructed with an agreement through a builder. Now the original property was for 180 sq feet out of which we had left 3 feet of the portion in front for parking or other usage for ourselves and at the back for ventilation. Apart from that we own the ground floor and 3 floors of the building. The builder owns the basement out of which he sold one shop to some lady. After my dad expired this lady has encroached on the property through illegal means after my father expired. and she does not let us use the front 3 feet area for parking as she says that its her place because builder gave in writing to her. The builder has also given in writing to us that this area is of the landlords and has not been sold to any one else. This lady has contacts in police and now she denies to let us have the rights on our property. The police is also favoring her and she threatens me and my family that she will not let us have the property. She tell s police that my brother who is just 17 years misbehaves with her. its been 7-8 years that we couldnt do anything due to financial conditions but now we cant tolerate this and need help. We are scared that she might harm us aswell. My mother is going through a bad time and is a high BP and depression patient. please advise what can we do. Many thanks

A suit fo declaration and injunction should help solve this dispute once and for all.
