Carpenter cheated

I gave work to a carpenter to replace by bathroom partially rusted frame with granite frame and fix a bakelite door.

The contractor said the bakelite door will cost 4500 and the granite frame will cost 10400 including labour charges. Total 14900 rupees.

After the work was done, I saw that the finishing was not done properly and the measurement he took was wrong and he tried to make a clumsy frame denting the adjoining walls and just just filling with cement unevenly.

So I called up some others who were doing work in the neighbourhood and they said they would do better work for the other doors for 7500 and everyone of them said the bakelite door is worth only 2500.

Thus the carpenter cheated me upto 5000 rupees and also has done a very clumsy work.

I tried to convince him to return the excess amount charged and he said, 'do whatever you want. I wont return the money.'

How can I proceed against him? Can I lodge a police complaint? If so under what section?

I have records of cash taken by him in his own handwriting and also his estimates in his own handwriting.

File a consumer complaint against the carpenter and get the desired replief.
