Sir,
My son was appointed as a Clerk in a govt.aided college in 2007 after getting call from employment exchange but no advertisement was published in any news paper.Two persons filed a suit in court citing reason that they were not allowed to apply.The case is pending now. I am not fully aware of law but from various media I come to know that any one can file a PIL case. But in this matter this case is not PIL case. Kindly let me know the following query in this regard.
Is any person file a case (except PIL) who is not even an applicant to a service examination ?

No only the aggrived person can file a case except PIL.

There must be cause , So person suffered damages, injuries, loss can file.

Your question is, "Any person can file any case or not."
Why not? He can, but should be ready for non-admission, failure or success depending upon genuine cause and proof in support of his submission.

You have to agree that he was appointed without advertisement and on the face of it it is a manipulative appointment.

Further,
It is an appointment in aided school where 95% of wages will be paid out of public money
you have admitted that

since there was no advertisement how can they be candidates so they, if otherwise eligible have suffered damage. .
