Transfer of tenancy.

At present I am staying in flat as a tenant provided by PWD maharashtra govt. which has been transferred to me after my father's death as I am the only heir. I am paying the rent to PWD since my father's death.
I got 3 sons and 1 daughter and my wife is died 2 years back.
I am 80 yrs old and now I want to transfer the flat to my younger son who is staying with me last 18 yrs. Ration card contain my and his family members name only. Other 2 sons are not staying with me. Daughter is married.
1.Can I transfer the flat to younger son.
2.Whether I have to take permission of other sons and daughter. Can they demand their rights in the property as it is inherited to me.
3.Can I make the will of this property.
4.What will happen if I don't transfer it or make a will and I died.

tranancy rights cannot be bequeathed by will . after your death the son who has been staying with you in said flat and whose name is mentioned in ration card would get the tenancy rights . st on no objection certifcate from your other children .
