transfer of development rights

I have a certain amount of development rights in a particular area, can I transfer or sell the said right to a builder who is going to construct a building/flats in a different area, can he use the same for increasing his fsi for the construction of the said flat, further if I can sell/transfer is it mandatory to be registered before the sub registrar, if so wat percentage of registration fee should I pay how should I calculate

The property and the builders property are situated in Tamil Nadu but at different areas
