Please enlighten me about "Arguments Before Charges" in 498a case.

1. How can I use ABC?
2. Necessary Preparations?
3. Documentations if any?
4. Wat are all the Evidences/Documents/Proofs we can use in our defense?
5. Any other important things?
6. What exactly Happens in the "CHARGING" Stage?
