Did the a/c have registered nomination?
If yes SUCCESSION LETTER can not be demanded.
If the a/c had no nomination then Bank can discharge by getting sureties, indemnity, disclaimer etc.
You may go thru RBI's:
Master Circular on Customer Services; Section: 19,20............
In both 'Forum' and 'Experts' section there is an option to search . Just type key words in box provided on Right hand side titled as 'Search Q & A' and ‘Search Topics & Posts' and you will get access to unlimited number of threads on similar topics..............
If you are unable to handle on your own seek support of your lawyer specializing in consumer cases.

Depends upon the amount of claim and the terms of the concerned bank.

Succession certificate not required to claim proceeds of deposit in the accounts of deceased till there is no counter claim / dispute among claimants.
You can submit death certificate, affidavit, indemnity, disclaimer etc. and claim if no nomination exist.
If particular branch does not agree refer the matter to their head office.
