construction on open space

sir i have constructed a building for selling purpose of flat in open space on na land and plan sanction by town planning by paying fine to local talathi as its grampanchayat and not munciple co-orporation and also no mofa act is applicable .Sir i want to ask you is it illegal?is their procedure to regularise.And sir also the pepole came to stay in that building.sir help me out

If your Building if it is within the limits Local Body Authority it can be regularized by Local Authority , if not- you can also approach the Secretary/Ministry of Municipal Administration for Regularization or even you can request exemption of prohibitions on special grounds and as Special Case -

If it is sanctioned by Authorities,then it is valid.

plan consist of I,J,K,L,M wing but it contain open space where i constructed a wing name j(1) in open space.
