Resort on Kalhatty hill

Dear sir,
i have a property on the kalhatty ghat section on de airpin bends the land is at an angle of 45 degree slope and have plans to build a resort or a home stay kind. i would like to know to clear thick dense bushes on the land what are the permissions i require and the documents required to proceed? Kindly let me know
