Dear Sir,
Personnels promoted to a lowest grade of two different higher cadres from a equal & same grade of lower cadre. Can a personnel after three promotion in one such higher cadre be still lower in Hierarchy than a personnel with only one promotion of the other higher cadre. For example a person is promoted to E1 grade of Executive cadre & the other person is promoted to TC1 grade of Technical cadre. Both persons promoted from wage group X of non executive cadre. A person in Technical cadre promoted to TC2, TC3, TC4 & TC5 grade is lower in hierarchy as compared to E1 grade of Executive cadre. Moreover the Pay scale TC3 grade is equal to E1 grade, Pay sacle TC4 grade is equal to E2 grade & tahe of TC5 grade is equal to E3 grade. Designation of TC1- TC5 grade are AE1 to AE5 respectively & that of E1 grade is Senior AE.

Please indicate the respective pay scales of each of the streams.

Both cadres are different cadres, which cannot be equated in respect of duties and responsibilities of the each cadre post. However, if the scales of pay are identical, i.e., the minimum, the maximum and the rate of increments are eaqual they can be treated as equal in rank.
But, if the the scales of two posts are not identical, the grade, which starts with higher basic pay is normally considered higher in rank, unless specifically declared otherwise by the competent authority to that effect due to the nature of duties and responsibilities of the posts.

Dear Sir,
The scales of Pay for each grade are indicated in attached file (payscales.xls). The minimum, the maximum and the rate of increments are eaqual for TC3, TC4, TC5 & E1, E2 E3 grade respectively. Still the TC5 grade is treated below E1 grade in ranking & sub delegation of powers. Please Advise me if it is contrary to the law.

I do not know what T stands for in TC. But I know for certain that 'E' stands for Executive Cadre. Certainly Executive Cadre is a separate and superior cadre compared to TC, in which TC-V is the highest rank, whereas in Executives cadre E-Ix is the maximum rank. Though the pay scale of both TC-III,IV and V may be equal to E-I, E-II and E-III, yet as already indicated above, the Executive Cadre being managerial cadre is superior in rank/hierarchy compared to TC cadre. It is perfectly alright and it is not contrary to any law.

Dear sir,
Are there many other examples where a personnel in higher payscale is lower in rank. Also I am unable to understand what is a cadre , rank/ hierarchy of cadre & how mant different cadres may be there in an organisation.

Yes, in your example, a person in E1 whose pay scale is less than that of TC-4 is higher in rank, because he is in Executive Cadre but at the junior most level in that Executive Cadre.
If you are not understanding, quite possible because of that you had a feeling that even though some TCs are having equal pay scale like Es, still when the question of delegation of power comes it was given only to Es and not to any of the TCs. Your understanding of the subject matter and consequent feeling are incorrect.
