A person below the age of 21 years of age is to be given the benefit of Probation of Offenders Act, is that a hard and fast rule?

Depends on the charge against him. But normally a person below 21 yrs is entitled to benefit of probation if there are no antecedents. Sections 3 and 4 of the Act are relevant on this issue.

who ever done it crime in first time, he will ask to release from the case wit admonition, same time this probation act is not applicable in more then seven years punishment.

over all it does not confer any right upon a guilty ,it simply empowers a court to grant mercy if court in over all circumstances deem fit.
