sir, i am looking for an advocate for change my name,please give reference of an advocate in palwal haryana,in documents my name is vijay kumar,but i want to include my surname goyal with my name. i m a resident of hathin,distt-palwal. i have also a query that it is mandatory to resolve this matter in palwal court or it can be resolved in faridabad court

Sir can you please tell me the procedure to publish name change in Indian gazette. as haryana government has stopped publication of name change in their gazette .
Is gazette Publication is equivalent to official court order ? or there is some provision for getting a court order after name change because affidavits by notary and tehsildar are not accepted as proof in USA.
