Not fullfilling Basic requirements of FLAT by Builder

Purchased aFLAT in JAMSHEDPUR,JHARKHAND.Total resident in the society is 108.Water is supplied from BOREWELL. BOREWELL water is not adequete for the total number of resident.At present the construction is in Final stage. Out of 108 flats only 30 owner has taken possession.Water is not sufficient for even 30 residents.Repeatedly requesting the BUILDER for extra BORING for water they are saying water source is not available underground.
As a customer what can I do legally? I have taken possession last month.
Please advice .

File a a complaint in the consumer forum. Ypu should get immediate relief for your redressal and for damages as well.
