if substance of accusation is not proper complaint case should reject by Magistrate, please provide some judicial reference on that.

According to section 251 of Cr. P.C., the accused in summon case shall be told only the substance of offence under which he is brought before court as an accused and he shall be given an opportunity to plead guilty or not. If substances do not confer any offence then the accused shall be released/discharged.
