you need to lodge FIR when you say your case is made out u/s 499 IPC

In addition a SUIT in TORT for defamation for damages also lie.

FOR CIVIL DEFAMATION:

1. Issue the notice to managing body of the said paper for apology and compensation mentioning true facts and how they defamed.
2. Proceed in court through an advocate

FOR CRIMINAL DEFAMATION:

1. File a complaint in the concerned PS
2. Proceed in court through an advocate.

For criminal case of defamation lodging complaint may not be required if one wish to file the same u/s 200 crpc.
