Jeevan,
Usually they are employed by or supplied by Labour Contractors, on temp basis, and they are not your Employee.
You are not paying PF, Gratuity or any such dues,
Why u want to issue I Card as ur Employee?
They may be gven a temp card, showing their name and photo & Dept , that must be issued in Morning, valid for that day, and return at Evening, at Security Gate, when they left Company premises.

Issue identity card only permanent employee. For External labours, issue identity card on daily basis.

to your employees you can issue usual cards.,
to your daily wages persons, just mention in your id card that this id card only valid in your work site., you are not responsible for any other thing.
ITS MY SUGGESTION ONLY

There is no need to issue identity cards to such occasional workers. Issuance of Identity card is very dangerous for you in future.

Your office reception should be made responsible to issue temporary passes to such labours on day to day basis based on authority letter, nature of job and purpose of entry, etc, keeping their address particulars and contract/contractor details.
