Can builder form a declaration of apartment condominium by his own? Can members form an co-operative society post declaration of apartment by the builder? If any one member register deed of apartment can other members form co-operative society?

Since we are the members of our building we want to form co-operative society. We started our process to form an society but meantime builder register apartment condominium and register deed of apartments with 2/3 members. So my above questions are based on this. If anyone has answer please reply.
