Regarding property

respected sirs, good evening.
A has entered in to an agreement with regard to his plant property with B and got cheque of Rs. 10 lack as a part payment called (Bayana).when A used to deposit cheque in bank cheque has bounced and A told to B that his cheque has bounced then B requested to A to again deposit cheque in bank some days after and A done the same but the cheque again bounced after some days B has refused to fulfill the agreement and rescind the same. possession is with the A and A want to sell his property to some one else. registeries are close in haryana. what is the way A can dispose of his property legally.i mean what type of deed ie., sale deed, gift deed etc.
now what are the remedies available to A

contact a local lawyer . nee to see cl;auses of agreement you have signed . if B has failed to make payment then A can issue legal notice to B to make payment within time stipulated under the contract .

payment in time is the essence of the agreement to sale. If B has not performed his part of agreement, it gets rescinded automatically but A has to intimate B about this situation by way of a legal notice to be sent through his counsel. B cannot make any claim over the property before any court of law.

what is the way that A can sale his property now legally ie., sale deed etc. but registeries are closed in haryana. and GPA has no value as according to the Hon'ble S.C. please guide me.
whether A can do special power of attorney? whether he can do it or if please guide me the way what should A do for the sale of his property.
