when will be the companies bill,2011 be effective?

All depends when the political parties are able to find some time from mud-slinging and making allegations and counter allegations on each other.

If Companies Bill 2008 could become Companies Bill 2009 and subsequently have become Companies Bill 2011, now probably 2012, better pray that it should not become the Companies Bill 2013.

Anyway, hope for the best in the near future.
