Whether government employee means, employees of undertakings also ?
West Bengal Mineral Development and Trading Corporation Limited is an undertaking of State Government. Whether the employees of the said corporation can be enrolled under the West Bengal Health Scheme 2008 ?

Of course any public or private entity of any state which is registered is employer and employee will be benifitted by the said scheme.

entirely depends upon the scope and notification of WBHS. Some autonomous bodies of center are covered under CGHS

Employees of Government undertakings are not treted as Government employees. They are treated as employees of companies/ corporations, like other private limited companies. Only the employees working in departments of the Government are treated as Government employees.
However, facilities extended to Government employees are in most cases extended to the employees of the Government undertakings also as per the terms and conditions accepted and other arrangements made by adoption of such schemes by passing of Board Resolutions. So, you will have to check the Rules of the West Bengal Health Scheme 2008, if that makes the undetaking employees entitled to such facility.
